Rep. Craig Introduces Legislation to Curb President Trump’s Executive Power, Halt Executive Orders During Shutdown

September 30, 2025

Craig also reintroduces her bill to stop Members of Congress from being paid until the government reopens

WASHINGTON, DC – Today, U.S. Representative Angie Craig introduced a package of two bills to hold elected officials accountable for shutting down the government. Her Termination of Reckless Unchecked Mandates from this President (TRUMP) Act would prohibit the President from using any federal funds to issue executive orders during a government shutdown. The No Pay for Disarray Act would pause paychecks for Members of Congress until the government reopens.

“If Donald Trump and my Republican colleagues refuse to do their jobs and keep the government open, then they – not working Minnesotans – should pay the price,” said Rep. Craig. “While Democrats are in Washington ready to negotiate a government funding package that lowers costs and protects access to health care for Minnesotans, President Trump and Republicans in Congress have refused to even come to the table. Meanwhile the President is ignoring due process, running roughshod over our First Amendment rights, weaponizing the Justice Department to go after his political enemies and using federal workers as political pawns. It’s disgraceful and it’s a fundamental threat to our democracy.”

Earlier this month, Rep. Craig voted against House Republicans' short-term government funding bill, citing that the bill did nothing to remedy the effects of the One Big Beautiful Bill Act (OBBBA), which was signed into law this summer. 140,000 Minnesotans could lose their health insurance because of the OBBBA and rural clinics and hospitals across Minnesota have already announced that they will be closing their doors.
