Community Project Funding Requests

Representative Craig has submitted the below funding requests for important community projects in Minnesota's Second Congressional District to the House Appropriations Committee. 

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 20 projects in their community for fiscal year 2027. Project eligibility is determined and ultimately approved by the House Committee on Appropriations and Projects are restricted to a limited number of federal funding streams – as such, not all requested projects receive funding. Only state and local governments and eligible non-profit entities are permitted to receive funding. Additional information on the reforms governing Community Project Funding is available here. 

In compliance with House Rules and Committee requirements, Representative Craig has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested. 

 

Project Name: City of Mendota Heights Municipal Campus Project

Description of Request: The funding would be used for the pre-design, design and construction of a new public safety facility to house the Mendota Heights Police Department and City Hall. The facility will serve as the Emergency Operations Center for Mendota Heights, Mendota and Lilydale, MN, providing critical coordination during natural disasters, public safety emergencies and large-scale community events. The Mendota Heights Police Department serves not only local residents but also commuters, travelers and visitors to the area, given the city’s proximity to the Minneapolis-Saint Paul International Airport and major state highways. The project addresses urgent health and safety needs, modernizes infrastructure that no longer meets operational requirements and provides accessible facilities for public use. It will enhance emergency response capabilities and continuity of government services while also preserving key municipal infrastructure.

Project Name: City of Cottage Grove Public Safety Mobile Command Post Replacement Project

Description of Request: The funding would be used to replace Cottage Grove Public Safety’s 20-year-old Mobile Command Vehicle (MCV). The current MCV is outdated and its functionality is now severely limited. The MCV is a critical resource used regionally to support law enforcement and public safety operations during large-scale, high-risk or complex incidents. A replacement MCV will provide Cottage Grove and surrounding communities with a dependable vehicle equipped with updated technology and sufficient space for a unified command operation across police, fire and EMS. This capability is essential for effective emergency response, coordinated planning and regional interoperability. By bringing a mobile command post directly to incidents, the vehicle allows officers and emergency responders to proactively manage public safety operations, engage with the community during large events and enhance overall safety outcomes.

Project Name: City of Woodbury Public Safety Campus Security Improvements

Description of Request: The funding would be used to acquire security equipment and technology for the new Woodbury Public Safety Campus. These investments include perimeter security, extra camera systems, lockdown vestibule technology, Kevlar reinforcement in service desks, panic alarms, shatter-resistant window film and a license plate reader. These investments will protect critical infrastructure and equipment, ensuring that police resources remain operational and available when residents need them most. Additionally, these improvements safeguard the integrity of the justice system. Secure evidence storage and controlled access reduce the likelihood of tampering or chain-of-custody concerns. They will also protect officers and staff in the facility – ensuring that they can securely and confidently provide the best service possible to the public.

Project Name: City of Apple Valley PFAS Water Treatment Design 

Proposed Recipient: City of Apple Valley

Amount Requested: $2,000,000 

Description of Request: The funding would be used to address the emerging drinking water contaminants in Apple Valley’s ground water supply by allowing the city to plan and design for the installation and construction of specific filtration technologies for removal of PFAS (per- and polyfluoroalkyl substances). This will ensure that the water treatment plant has the capability to treat PFAS and other emerging contaminants, consistent with applicable national primary drinking water regulations. Access to clean and safe drinking water is a fundamental public service and a cornerstone of public health. The outcome of this design work will allow the city to cost effectively ensure a safe drinking water supply for current and future generations.

Project Name: City of Farmington Police Department Security Enhancement Project

Description of Request: The funding would be used to support the growing operational needs of the City of Farmington Police Department while significantly improving the safety, functionality and service capacity of its municipal facility. This project includes security improvements associated with the development of a centralized Public Safety Command Center. The system will allow the Police Department to detect incidents earlier, coordinate responses more efficiently and protect municipal assets and personnel across the City of Farmington.

Project Name: Tethered Drone Public Safety Enhancement Project 

Proposed Recipient: City of Savage Police Department

Description of Request: The funding would be used to purchase a tethered power system for the Savage Police Department’s public safety drone. This would allow the aircraft to receive continuous power from a ground based station and remain airborne for extended periods. This capability will significantly enhance the department’s ability to provide persistent aerial monitoring during emergency incidents, search and rescue operations and disaster response.

Project Name: City of Woodbury Potable Drinking Water Infrastructure Upgrades 

Proposed Recipient: City of Woodbury

Amount Requested: $2,800,000   

Description of Request: The funding would be used to replace deteriorating potable drinking water infrastructure. The proposed project will address critical components of the City’s water system, including water towers, wells, ground storage reservoirs, booster stations, and associated piping. Key “shovel-ready” efforts include rehabilitation of the Lake Tower, improvements to two treated wells, and upgrades to a ground storage reservoir and booster facilities. These projects are essential to maintaining reliable delivery of clean drinking water, supporting system resiliency, and protecting water quality for Woodbury’s approximately 82,000 residents and local businesses.

Project Name: City of Mendota Watermain Extension and Roadway Repair

Amount Requested: $1,000,000 

Description of Request: This funding will be used to extend and upgrade the City’s municipal water infrastructure and reconstruct an associated roadway segment that currently lacks adequate utility capacity and will require significant rehabilitation. The watermain extension will improve system reliability, increase capacity and enhance fire protection capabilities while ensuring continued delivery of safe and dependable drinking water to the community. The roadway component will address the strain of the watermain project on impacted roads, which will be compounded by already deteriorating pavement conditions. It will also improve drainage and enhance safety and accessibility for residents, visitors and emergency services personnel.

Project Name: City of Lakeville Water Treatment Plant Expansion

Amount Requested: $1,500,000 

Description of Request: The funding would be used to plan, design, and engineer the upgrade of the City of Lakeville’s Water Treatment Plant. Originally constructed in 1997 at 10 million gallons per day (MGD) and expanded to 26 MGD following a 2013 filter pilot study, the facility is approaching capacity limits relative to current demand. The proposed expansion will also improve the efficiency of the city's water treatment process, reducing treatment costs and, in turn, keeping water rates as low as possible for Lakeville residents. This will ensure that the water treatment plant has the capability to treat PFAS (per- and polyfluoroalkyl substances) and other emerging contaminants, consistent with applicable national primary drinking water regulations. Funding covers engineering, design and construction costs.

Project Name: City of Lonsdale Wastewater Treatment Plant Biosolids Processing Upgrade 

Proposed Recipient: City of Lonsdale

Amount Requested: $2,500,000 

Description of Request: The funding would be used to upgrade the City's wastewater treatment plant. The original plant design was for 180 days of storage for spring and fall application of biosolids. Due to only have one tank, it limits storage and adds cost to haul extra water. With more stringent phosphorus limits, we are experiencing more biosolids production than the plant's original design. The project will use the existing tank as a holding tank, add a building with a thickener to thicken the material to 5% solids (80% volume reduction) compared to less than 1% now, add a tank with more aggressive mixing to handle thicker bio-solids, miscellaneous pumping/loadout facility piping and new electrical for new equipment.
